| Abstract | The principal purpose of this study was to provide the Federal Highway Administration with measures to evaluate and assess if the Commercial Driver's License (CDL) program has been effective in (1) addressing problems that led to the enactment of the Commercial Motor Vehicle Safety Act of 1986 and (2) reducing the incidence of commercial motor vehicle crashes.
