| Abstract | Shared resource projects are public-private arrangements that involve sharing public property such as rights-of-way and private resources such as telecommunications capacity and expertise. Typically, private telecommunications providers are granted access to public property for their own telecommunications infrastructure in exchange for providing infrastructure capacity, service, other goods and services, and/or cash to the public sector. These arrangements address private sector needs for placement of telecommunications infrastructure and, at the same time, help support transportation activities such as deployment of Intelligent Transportation Systems. This Guidance identifies and explores non-technical issues related to wireless (mobile) shared resource projects ("Wireless Guidance"). As such, it complements the previously published Guidance which focused on wireline (landline) shared resource projects. The Wireless Guidance summarizes the options available, advantages and disadvantages of some of the most salient issues as they apply to wireless telecommunications projects, and notes where issues are similar and where they diverge from wireline issues.
