| Abstract | This report serves to document the scope of Federal Highway Administration's involvement with and support for Hispanic Serving Institutions (HSIs) from 1991 through 1997, the duration of the Intermodal Surface Transportation Efficiency Act (ISTEA), and the first year of the Transportation Equity Act for the 21st Century (TEA-21). HSIs are accredited colleges and universities, that serve a student population that is at least 25% Hispanic. |
