Abstract This report is a top-level planning document for research and development in the U.S. Department of Transportation. It focuses on internal planning and coordination procedures, key DOT programs, partnership initiatives, enabling research concepts, education and training support, state DOT activity, and measures of performance and programs. The principle objective of the plan is to enable higher returns from modal R&D investments by emphasizing areas of collective concern on a Department-wide basis. This report also places a high level of concern on safety specifically on understanding the roles of human factors in safe passage, the need to make transportation accessible to all citizens, and making infrastructure secure against all threats.
