Abstract This report is the first biennial report on the status of the Federal Highway Administration's (FHWA) Value Pricing Pilot Program as required by the Intermodal Surface Transportation Efficiency Act of 1991, Section 1012(b)(5). It follows an iterim letter report that was submitted on January 10, 2000. The Transportation Equity Act for the 21st Century (TEA-21) permits the U.S. Department of Transportation's FHWA to enter into cooperative agreements with up to 15 State or local governments or other public authorities to establish, maintain, and monitor value pricing projects. Notwithstanding Sections 129 and 301 of Title 23, United States Code, any value pricing project included under these local programs may involve the use of tolls on the Interstate System. A maximum of $7 million was wuthorized for fiscal year (FY) 1999, and $11 million for each of FYs 2000 through 2003 to be made available to carry out the requirements of the Value Pricing Pilot Program. The Federal matching share for local programs is 80 percent. Funds allocated by the Secretary to a State under this Section will remain available for obligation by the State for a period of 3 years after the last day of the fiscal year for which the funds are authorized. If, on September 30 of any year, the amount of funds made available for the Pilot Program, but not allocated, exceeds $8 million, the excess amount will be apportioned to all States for purposed of the Surface Transportation Program. At the time of this report no funds have been obligated, but the FHWA anticipate that, by the end of FY 2000, from $8 million to $10 million in program funds will have been obligated to the support of value pricing projects. AS a result, no Pilot Program funds will be redistributed in FY 2001.
