Abstract This handbook provides Federal agencies in the National Capital Region (NCR) with procedures and guidelines on how to prepare a Transportation Management Program (TMP). The preparation of TMPs is one tool in the overall field of Travel Demand Management (TDM). The general goal of TDM is to reduce the demand on existing transportation resources. The specific goal of a TMP is to reduce the number of vehicle trips to Federal agency worksites. Federal air quality regulations, local trip reduction ordinances, and National Capital Planning Commission master planning requirements require trip reductions.
