Abstract In 1994, the Federal Highway Administration (FHWA) sponsored an international technology scanning review that focused on Japan, Australia, and New Zealand. Its purpose was to review the application of safety management systems. One of the primary findings was that safety audits were effective in improving highway safety in the countries where they are implemented, specifically Australia and New Zealand. In addition, the Institute of Transportation Engineers (ITE) has included several presentations on safety audits in recent meetings, and the World Bank uses safety audits in its projects. Based on the recommendation of the FHWA study, a follow-up scanning review on highway safety audits was undertaken from October 21 to 31, 1996.
