Abstract The purpose of this report is to improve the quality of survey data collected by Metropolitan Planning Organizations (MPOs) and state DOTs, and to promote efficient utilization of data collection resources. The three-pronged approach describes measuring and reporting response, reducing nonresponse, and the use of statistical methods for reducing the impact of nonresponse. A standard approach to reporting response rates is recommended and can help assess the quality of the survey data.
