Abstract The Federal Highway Administration (FHWA) administers three major programs that: (1) provide federal assistance to the States to construct and improve the National Highway System, urban and rural roads, and bridges (Federal-aid Highway Program); (2) set minimum safety standards for trucks and buses to promote safe commercial motor vehicle operations to reduce crashes and educate the public about sharing the roads with trucks (Motor Carrier Safety Program); and (3) provide access to and within national forests, national parks, Indian reservations, and other public lands (Federal Lands Highway Program). Working with its partners in the public and private sectors, FHWA's programs are committed to creating the best transportation system in the world for the American people through proactive leadership, innovation, and excellence in service.
