Abstract The enforcement countermeasures of Alcohol Safety Action Projects (ASAP's) have been responsible for the identification and apprehension of drinking drivers on the nation's highways, in an effort to achieve the following objectives: (1) an overall reduction of those motor vehicle accidents where the consumption of alcohol was causative, or where it was involved in any manner; (2) a gradual reduction in the average blood-alcohol concentration of drinking drivers; and (3) a general decrease in the number of drinking drivers. When a suspected drinking driver is arrested, the ensuing procedure is meticulously recorded by law enforcement officers involved in the arrest and processing. Written documentation is often supplemented by videotape and/or audio recordings of the offender's responses and reactions to questions and performance tests. The recording process, which may commence as early as during initial detection of the suspect, serves as an all-important aid in subsequent judicial proceedings against the accused, as well as providing the law enforcement agency with complete records of each drunk driving offense.
