Abstract The problems associated with alcohol and highway safety laws can be measured statistically in terms of the number of traffic deaths per day across the nation, or financially in terms of the billions of dollars in lost income from death and disability at the hands of drunken drivers. These problems can also be measured in terms of how different states' laws address the pressing problems of detecting, apprehending, convicting and rehabilitating intoxicated drivers. This study attempts to provide such an overview of the nation's alcohol and safety laws.
