Abstract Targets of Opportunity (TOP), were comprehensive community based programs addressing the drinking and driving concerns within a particular community. The program incorporated six elements: 1) General deterrence - public information,leducation and enforcement (short term), 2) Community focus, 3) Systems approach, 4) Financial self-sufficiency, 5) Citizen support, and16) Prevention (long-term). Each TOP was given $50,000 to provide evaluation of the project for a 2 year period. Counter easure operations were supported by State, local and 402 funds. The ten sites selected as the Targets of Opportunity included: 1) Wichita, Kansas; 2) Spokane, Washington; 3) Coconino and Yavapai counties, Arizona, 4) Nassau County, New York; 5) Springfield and Waukegan, Illinois; 6) Miami-Dade County, Florida; 7) Salt Lake County, Utah; 8) Baton Rouge, Louisiana; 9) Lynn, Massachusetts; and 10) the State of Delaware. In many communities there was a decrease in trend or level of crashes, alcohol related crashes, fatal crashes and injuries; there was increased development of prevention programs; there was an increase in driving while intoxicated (DWI) arrests; there was an increase in knowledge and underfstanding of alcohol and safe driving issues; task forces were developed increasing the participation of citizen. /Abstract from report summary page/
