| Abstract | This document presents the Evaluation Team’s plan for conducting the evaluation of the FOT in the state of Utah. A companion document exists for the evaluation of the Washington deployment. This plan includes the experimental design for testing hypotheses at one of the FOT sites. It also includes a detailed discussion of goals and objectives; a work break down structure (WBS); description of the evaluation management structure and schedule; and high-level outlines of deliverables’ content. It also contains a discussion of the target audiences for the report and includes a proposed report distribution list. |
