Abstract Bicycling and walking are the two major non-fuel-consuming, non-polluting forms of transportation in the United States. Millions of Americans ride bicycles and/or walk for a wide variety of purposes --- commuting to work, as part of their job, for personal business such as shopping and visiting, and for pleasure and recreation. For many of these citizens, bicycling and walking are an important --- and in some cases the prime --- means of transportation.
