| Abstract | Systems Operations and Management activities of transportation agencies-both state and local have the objective of making the most effective use of the existing roadway capacity by improving efficiency (throughput, speed, safety), minimizing the service impacts of any disruption (crashes, weather), and providing special emergency services (evacuation). At the same time, maintaining and improving operational conditions has significant safety impacts, related both to roadway physical conditions (traction, visibility) and operating conditions (stop-and-go and tailback collision risks). |
