Abstract This report documents the work performed by the Transportation Systems Center of the United States Department of Transportation (DOT) in Fiscal Year 1979, for the Office of Air Transportation (P-63) in the Office of the Secretary of Transportation, initiating the development of a computer assisted methodology (model) for analyzing alternative proposals for air economic regulations. While it is expected that the model described in this report will ultimately be use ful for analysis of a wide range of aviation policy issues of importance to the DOT (including the effects of proposed air carrier mergers), the first phase of development is focused on the task of evaluating the traffic and financial consequences, on US and foreign carriers, of alternative regulatory proposals in the context of international bilateral negotiations.
