Abstract This presentation examines the major planning issues facing the Buffalo and Niagara Falls area, which include freight, cross border congestion, and domestic issues. A Transportation Analysis and Simulation System (TRANSIMS) model is discussed that could be developed based on existing data. The objective of the TRANSIMS implementation is to demonstrate the model's capabilities, some of which go beyond those of a typical four-step model.
