Abstract This presentation discusses the equity and efficiency of tolling and the increases in efficiency from efficiency gains. Efficiency and equity are inextricably related, and they are not inherently in conflict. Congestion pricing generates positive net benefits. Tolls collected with congestion pricing exceed efficiency gains by a large amount.
