Abstract This report presents the results of a project to implement a transit performance monitoring system (TPMS). The TPMS was designed to collect data on transit customers through the use of on-board surveys. The long-term goal of the TPMS initiative is to standardize the collection of data and, thereby, provide a basic, but comprehensive analysis of the performance and benefits of transit service. The TPMS project was funded through a cooperative agreement between the Federal Transit Administration (FTA) and the American Public Transit Association (APTA). FTA funded the project to obtain information —the characteristics of passengers, their trip purposes, and the benefits of these trips — that would provide an objective and meaningful portrayal of the performance of transit in serving communities’ transportation needs. APTA and FTA managed the project to develop an approach that local transit systems could use to assess the performance and identify the benefits of transit service. The project has involved two rounds or phases of surveys. The Phase 1 surveys were conducted at nine transit systems between 1996 and 1998. The Phase 2 surveys were conducted at 11 transit systems in 2000. The results from 14 surveys were analyzed in each phase since some systems conducted individual bus and rail surveys. Buffalo was the only system that participated in both Phases 1 and 2.
