Abstract Human factors specialists observed and measured the performance of watchstanders at four Vessel Traffic Service (VTS) centers: Houston-Galveston, Puget Sound, New Orleans, and San Francisco. Analysis of the data yielded results amenable to mathematical modeling for generalized evaluation and prediction of VTS watchstander performance. The report discusses implications of the data for the design and use of equipment (including computers), communications facilities, operational procedures, and personnel selection and training methods. Fourteen recommendations are offered for consideration in the operation of current VTS's and the plannning of future systems. (Author)
