Abstract Climate change is likely to have more impact on the future of surface transportation than any other issue. The challenges and implications for surface transportation and for state DOTs include: the need to support major GHG reductions, the need to meet changing public expectations, the need to adapt transportation infrastructure to rising sea levels and other climate impacts, the need to prepare for major changes in vehicle technologies and fuels, the need to adjust transportation's revenue base to changes in vehicles and fuels, and the need to do so while meeting the mobility needs of a growing population in a global economy.
