Abstract The report is an evaluation of the present FAA Advanced Flow Control Procedures (AFCP), based on data gathered from its implementation on February 5, 1971 and on a fast-time digital simulation of traffic feeding into the NY airports on that day. The report discusses the effectiveness of AFCP in theory in the February 5 case study, and as modelled in the simulation. Recommendations are made (1) to retain the concept, (2) to modify the procedures, (3) to modify the computer program, and (4) to conduct further research. (Author)
