Abstract The Volpe Center studied the feasibility of the use of a transit vehicle for programs and special events at the Parker River National Wildlife Refuge in Newburyport, Massachusetts. The study defines the need for a transit vehicle, potential uses for the vehicle, vehicle selection options, a budget analysis, and performance measurement strategies. The Transit Planning Study recommends the purchase of a 28-passenger transit vehicle for use during interpretation and environmental education programs on the Refuge, as well as for programs and special events with partner agencies. The Volpe Center completed the final report in July 2011.
