Abstract Estimating travel demand for alternative transportation systems (ATS) is challenging in any context, but is even more daunting for Federal Land Management Agencies (FLMAs). Federal public land sites vary widely in their characteristics. Moreover, travel by visitors to, from, and within FLMAs often has little resemblance to the more common types of transportation for which traditional demand modeling methods have been developed. This report therefore does not seek to quantify demand for ATS on federal lands with any great level of specificity; rather, the report provides general guidelines for agencies and their sites to consider when either deciding what type of vehicles or infrastructure is needed or when deciding how to develop a service that meets the needs and expectations of both the site staff and the site visitors. This report is written predominantly for prospective applicants to capital investment programs such as the Paul S. Sarbanes Transit in Parks (TRIP) Program, and for federal public land site staff with the authority to make decisions pertaining to the procurement and operations of alternative transportation assets. The information contained in the study will ideally help these stakeholders make more informed decisions to address the alternative transportation needs unique to their own situations.
