Abstract This document evaluates the benefits, costs, and other impacts of a DOT rulemaking related to the accessibility of commuter rail transportation and intercity passenger rail service. In keeping with Executive Order 12866, Executive Order 13563, and DOT policy, the analysis has been prepared with the goal of “assessing the costs and benefits of regulatory alternatives,” allowing policymakers to make regulatory decisions in light of the “best reasonably obtainable scientific, technical, economic, and other information” (E.O. 12866). Benefits and costs of the rule are presented in the sections below. Based on the information gathered for this analysis, the overall benefits and costs of the rule are relatively modest, since many aspects of rail service accessibility are already required by existing regulations. Compliance costs are estimated at about $1.8 million in construction costs, plus some minor increases in operational costs for certain commuter rail systems that use mini-high platforms. Benefits of the rule are mainly in the form of serving passengers with disabilities in a more integrated setting.
