| Abstract | This report is a policy analysis and set of recommendations regarding open data policies and policies for new, transformative data environments that are being developed as part of the Connected Vehicle research program. It is presented in three sections: • The first section examines the opportunities and issues associated with implementing an open data policy in support of connected vehicle transportation environments during a research phase. It defines the concept of “open data” and presents a framework for understanding the key elements of an open data policy. The report presents an analysis of the challenges to implementing an open data policy for connected transportation environments, and identifies the gaps in knowledge that need further development to present a comprehensive policy. • The second section addresses the types of policies that result in best practices and procedures for the research data exchange. These policies are specific to the program’s research, development, and demonstration of a prototype data environment and reflect policies needed to support a system. • The third section anticipates the shift in policies instituted during the research phase as data environments are implemented and/or adopted outside of Federal government. It also identifies policies for successful transition from research to commercial use. |
