| Abstract | This report synthesizes the findings from four case studies that assess how select organizations (the City of Boulder, Colorado's Transportation Division, the Center for Neighborhood Technology, the University of Oregon and the Oregon Transportation Research and Education Consortium, and the Southern California Association of Governments) are developing and applying GIS tools to support livability goals from a transportation point of view. The report identifies important trends and factors that encourage the use of these tools and provides examples of additional tools beyond those referenced in the case studies. Finally, it describes successes and challenges experienced in developing and utilizing the tools as well as factors that transportation organizations might consider as they engage in similar efforts. While livability can be conceptualized in different ways, this report uses the definition that the U.S. Environmental Protection Agency (EPA), U.S. Department of Housing and Urban Development (HUD), and the U. S. Department of Transportation (DOT) have promoted. According to the partnership, livability involves providing transportation and housing choices, economic competitiveness, quality of life, and enhancing the unique characteristics of communities and neighborhoods by investing in healthy, safe, and walkable neighborhoods. The livability principles of particular relevance to transportation, and thus examined most closely in this report, include promoting transportation choices and enhancing communities and neighborhoods. |
