Abstract This report presents a preliminary assessment of the Point-to-Point Club, a division of a non-profit human services agency (Resources for Human Development), that provides door-through-door driver/escort service to elderly and handicapped (E&H) individuals within a four-county area in the Philadelphia region, namely: Montgomery, Delaware, Chester, and Philadelphia counties. The report discusses the site characteristics of the service area, the history of the Club, the nature of demand for service, and conclusions regarding transferability of the Club's operational approach. Using part-time driver/escorts (who use their own autos) the Club serves members for a fare of $8 per hour, plus $0.20 per mile for deadheading time. The 280 members each pay a $10 annual membership fee. Approximately 30 percent of the membership uses the service regularly, although (until June 1982) 6 members accounted for nearly half of the roughly 400 rides per month. At a monthly cost of $4,000, the Club's service has been operating at a cost of about $10 per trip. The costs not recovered through fares are covered by a combination of membership fees and private donations. The Point-to-Point Club has been in operation since October 1980. Its founder and current director virtually served all administrative and operational functions for the first year. The authors state that the key to successful implementation and operation of this type of grass roots or community transportation service lies in the existence of a strong project initiator/manager and appropriate institutional settings.
