Abstract This report documents the evaluation of the Washington, DC, parking enforcement program. This comprehensive program is operated by the District of Columbia, Department of Transportation (DC DOT). The program has resulted in the successful integration of civilian ticket writers, vehicle immobilization (with boots) and administrative adjudication into a coordinated parking enforcement program. The report describes the evolution and daily operations of the program. The productivity and cost effectiveness of the enforcement program are analyzed. The program impacts on travel behavior and demand are documented. The reactions of selected interest groups to the program and its financial implications are described. The final section of the report assesses the implications of this program for other urban areas. The positive results of the parking enforcement program in the District of Columbia and similar successes in selected other communities establish a clear rationale for the implementation of an on-street parking management and enforcement program. The transportation and financial benefits of such a program are clear, particularly in terms of decreased parking violations, increased on-street parking space availability, and major increases in net revenues to the city. A parking management program further provides significant other benefits, such as improved transit operations and productivity, improved quality of life in neighborhoods, improved safety, and improved air quality.
