Abstract This report provides guidelines to aid transit operators in the design of policies to accomodate bus and/or rail transfers policy may range from a complete set of operator actions involving vehicle routing and scheduling, transfer charges, passenger information, and terminal facilities, to a passive "do nothing" approach under which persons who use transfers, might pay a second full fare, and possibly experience the full headway on the connecting route as transfer wait time. In either case, a policy for accommodating transfers reflects some set of objectives, whether explicit or implicit, and represents the selection of a program of inaction or action over many other alternatives. The effects of eleven types of transfer policy actions are discussed in this report. These effects are based largely on the analysis of information obtained from an examination of current or recent transfer practices presented in a companion report: State of the Art of Current Practices for Transit Transfers, U.S. Department of Transportation, May 1980. This report also identifies situations or settings in which particular transfer policies can most beneficially be applied. The authors express, that combined with essential site-specific characteristics of a particular transit system, this document will assist the operator in choosing a transfer policy that best meets local relevant goals and objectives
