Abstract Experts in the field of demand responsive transportation dealt with seven areas of concern for a proposed manual of paratransit services: planning and institutional constraints, involvement of the private operator, estimation techniques, system design for nonautomated systems, system design for automated systems, implementation and operation, and needs and priorities. Planning is short-range, low-risk, and low-capital; planners should recognize that communities want to control their transportation services and that the private operator should be involved. A brokerage concept is suggested to coordinate the various sources of paratransit funding. Local transportation ordinances need to be updated so as not to restrict paratransit operators unnecessarily. Dispatchers and drivers should be in separate unions. Taxi drivers' insurance needs to be increased, and some form of compensation for transporting the elderly provided. Pitfalls in estimation included overpopularity, poor ridership estimation, overselling, and inaccurate cost projections. Current models are accurate in the 25-30% range. When designing nonautomated systems for small communities, the role of the private operators should be taken into account; most important factors include target population, budget, fare, level of service, allowed number of trips, personalizing of service, and political computer technology, taking into consideration the threshold level for automation, and experiences and recent developments. Management strategies must deal with the needs of the elderly and handicapped, training programs, labor/management relations, marketing, and vehicles and maintenance. The manual should both guide and educate the planning community, and should discuss proposed United Mass Transit Authority regulations, strategies for involving the private operator in planning, and local problems.
