Abstract An experimental plan for conducting ionospheric scintillation measurements using the geostationary Applications Technology Satellites at 136 MHz and 1550 MHz is presented. A remote unmanned data collection platform is proposed together with detailed design configurations and data collection and analysis procedures. The data collection platform provides a real time readout capability using the ATS-1 or the ATS-3 satellites as a convenient radio relay link. A comprehensive literature search and bibliography are presented in support of the analysis which lead to the design of the remote data collection platform.
