| Abstract | The Small Business Innovation Research (SBIR) Program is the primary vehicle through which the federal government funds research and development (R&D) projects at small technology companies. The SBIR Program of the Department of Transportation is a research and development program for the purpose of developing technological innovations using the expertise of the small business community. The specific SBIR aims are to: 1. stimulate technological innovation; 2. meet the federal government's needs for research and development by providing opportunities to small businesses; 3. increase private sector commercialization of innovations derived from federal research and development and 4. provide opportunities for minority and disadvantaged participation in technoligical innovation |
