Abstract The report describes the Pulse Trilateration Automatic Vehicle Monitoring (AVM) system developed by Hazeltine Corporation, and presents results of the Phase I test program in Philadelphia. This study is part of the U.S. Department of Transportation's multi-phase program to develop advanced AVM for multi-user applications. Volume II presents the Philadelphia Phase I test results and data. It describes the Hazeltine AVM system and the test configuration in detail, explains the data analysis and reduction techniques used, and proposes changes which would be made in the system prior to Phase II.
