Abstract The goal of the Federal Motor Carrier Safety Administration (FMCSA) is to reduce commercial vehicle-related fatalities and injuries. This is achieved through a thorough understanding of crash characteristics, precursors, and risk factors. This will help to better identify and evaluate countermeasures. FMCSA and the Volpe Center will conduct a case-control study to investigate the relative crash risks of truck drivers based on driver, vehicle and operational characteristics. The risk of being involved in a motor vehicle crash can be impacted by driver-related (e.g., health, age, and time spent driving) as well as non-driver related factors (e.g., weather and road conditions). This paper provides the details of the case-control plan, including the study approach, sampling and data collection method, major variables to be assessed, and statistical analyses to be conducted. The case-control method compares the information on crash-involved drivers to that of non-crash-involved drivers. Typically, case-control studies are designed for epidemiological research where the relative risks of diseases are estimated given a person's background or characteristics. The same methodology can also be applied to provide valuable insight on the relative risks of motor vehicle crashes given a driver's background or characteristics.
