Abstract This report describes the development of a methodology designed to assure that a sufficiently high level of safety is achieved and maintained in computer-based systems which perform safety cortical functions in high-speed rail or magnetic levitation transportation systems. This report consists of two volumes. This, the second volume, builds upon the information developed in the first volume and describes a methodology which has been developed specifically for application to computer-controlled systems used in railroad applications in the United States.
