| Abstract | This solicitation for research proposals is issued by the Department of Transportation (DOT) pursuant to the Small Business Innovation Development Act of 1982, P.L. 97-219, as amended by P.L. 99-443. The law seeks to encourage the initiative of the private sector and to use small business as effectively as possible in meeting Federal research and development objectives. This publication is organized in the following sections: (I) Program Description; (II) Definitions; (III) Proposal Preparation Instructions and Requirements; (IV) Method of Selection and Evaluation Criteria; (V) Considerations; (VI) Submission of Proposals; (VII) Scientific and Technical Information Sources; (VIII) Research Topics; and (IX) Submission forms and Certifications. There are three appendices: (A) Proposal Cover Sheet; (B) Project Summary; and (C) Contract Pricing Proposal (Standard Form 1411). The Research Topics of Section VIII are listed under one of the following: Office of the Secretary, DOT; Federal Aviation Administration; Federal Highway Administration; Federal Railroad Administration; Maritime Administration; National Highway Traffic Safety Administration; and United States Coast Guard. |
