Abstract This report examines a number of surveillance system concepts to support safe independent runway approaches and converging runways under weather conditons. All surveillance conepts are based on the use of MLS signals. The resultin surveillance is available at the runway selected reference point in real time. The three major MLS-based surveillance systems (MLSS) concepts are: data link, translator, and reflection. Of these three concepts, the data link is the most promising one where aircraft position is determined by onboard elctions and DCM technique is used to send the data on 12.8 MHz channel back to ground. Reflection method is the weakest one due to high gain, a pencil beam antenna requirement and a lack of aircraft identity. The translator concept requires additional elctronics to be placed onboard an aircraft to enhance and retransmit MLS signals back to round. Predicted accuracies and analysis are presented in sufficient detail.
