| Abstract | This study was initiated as part of the U.S. Coast Guard effort to provide adequate response within six hours for a spill of up to 100,000 ton of oil in U.S. waters. The guidelines and assumptions for the study are described, and partial results are reported on. A data base of spills over 50,000 gallons in U.S. waters has been compiled from the Pollution Incident Reporting System and Nation Response Center files of the USCG. Spill rates are derived and applied for the U.S. as a whole and for four major sub-ageas. a set of baseline pollution response equipment is adopted, and four equipment site configurations covering the U.S. are evaluated on the basis of six-hour coverage, historic spills encompassed and oil throughput. Relative levels of equipment capability for the sites are derived from a simpole optimization model. |
