Abstract The design of a system for scanning sequences of aerial photographs with a computer-controlled flying-spot scanner and automatically measuring vehicle locations is described. Hardware and software requirements for an operational system of this type are enumerated. Measurement accuracy is predicted to be comparable to that achieved with manual methods in high-volume applications. The cost of such a system is estimated to exceed $500,000. Efficient operation is shown to be critically dependent on the development of an algorithm for predicting vehicle positions that is significantly better than that now available.
