| Abstract | The "Trenton Free-Fare Demonstration" is the first large-scale test of free transit in the U.S. The New Jersey Department of Transportation, in cooperation with UMTA, Mercer County, and Mercer County Improvement Authority, is administering an Off-Peak Free-Fare Demonstration Project on the Mercer Metro bus system. The demonstration involves the implementation of a fare-free service on all intra-county routes from 10 am to 2 pm and after 6 pm Monday through Saturday, and all day on Sundays and holidays. The free-fare operation is planned for one year, beginning March 1978. The demonstration is intended as a model for possible use elsewhere across the country as well as for further policy and program development in Mercer County. This document presents a plan for evaluating the impacts of a free-fare off-peak transit demonstration in Mercer County, New Jersey. The evaluation plan describes the demonstration setting, the details of the project, the evaluation issues (travel behavior, transportation supply and costs, secondary effects, and the implementation process), the evaluation strategy, the data collection plan, and the techniques to be used in analyzing the results. The central concern is ridership impact. A list of free-fare references and seven appendixes are included in this report. The appendixes display data collection tools already employed (Appendixes A-E), outline a related research effort of the National Bureau of Standards in which this project's data are to be used (F), and describe the DeLeuw, Cather evaluating staffing and management approach (G). |
