Abstract The objective of the report is to analyze the impacts of the non-market allocation of cargo in the U.S.-International liner trades, with a special emphasis on analyzing the impacts of cargo allocation as prescribed by the United Nations Code of Conduct for Liner Conferences. The report analyzes the effects of the non-market allocation of cargo on U.S. carriers, U.S. shippers, the consuming public and U.S. regulatory policy. A trade-route analysis has been made of the UNCTAD code's cargo-allocation provision on the basis of 1973 U.S.-foreign trade flows, and additions to U.S. shipping capacity have been indicated using four possible implementation scenarios. A specific methodology was developed to treat military cargos, as well as to account for cargo allocation by volume as well as value.
