| Abstract | This report is a comparative study of 13 transportation brokerage projects evaluated under the auspices of UMTA's Service and Methods Demonstration (SMD) Program. Transportation brokerage is characterized as an orientation toward understanding and accommodating the actual demand for transportation as identified by and for specific target markets. The report has two central aims. First, as a compilation of findings, it provides a single, inclsive reference on the concept of transportation brokerage and some of its specific applications. Second, it attempts to draw together the disparate results from the individual projects to identify generalizable and transferable findings. Several definitional issues (centering around the degree to which the broker directly intervenes in the marketplace) are resolved in the report by defining brokerage as an approach to transportation problem-solving, rather than as an explicit organizational structure or planning process. The 13 projects are then classified into four brokerage types: commuter, elderly and handicapped, decentralized, and integrative. Project impacts are separated into impacts on the intended target markets and on the local institutional environment. Brokerage impacts on target markets ranged from modest improvements in mode split or the structure of service delivery to changes solely in the area of regulatory reform. The impact of the brokerage projects on the institutional environment, however, were possible the greatest determinant of brokerage effectiveness. |
