Abstract The System Availability Model (SAM) is a system-level model which provides measures of vehicle and passenger availability. The SAM operates in conjunction with the AGT discrete Event Simulation Model (DESM). The DESM output is the normal source of the delays information portion of the SAM's input data set. There is no inherent restriction on the systems applicability of the SAM. Therefore, the range of applicability of the DESM defines the ranges of applicability for the SAM. This SAM User's Manual describes the program, its input requirements, and its operating procedures. The maintenance and standby fleet size required to support the operational fleet are also determined.
