Abstract The Federal Highway Administration (FHWA) recognizes that many metropolitan areas are struggling with how to respond adequately to the 1990 Clean Air Act Amendments (CAAA) and the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), particularly the process for establishing the conformity of the transportation improvement programs (TIPs) and long-range transportation plans. Political representatives and technical staff from state, regional, and local governments have asked the Federal Government to provide more information on the air quality conformity processes that have been adopted by different metropolitan areas. These case studies document the processes in the Denver, Raleigh-Durham, Philadelphia, and Washington, D.C., nonattainment areas, focusing on travel demand and air quality modeling. Also included is information on regional demographic and economic forecasting, jurisdictional and institutional issues, technical issues and concerns, and the estimated cost of determining conformity. The conformity processes in each of the case studies were conducted under the United States Department of Transportation (US DOT)/Environmental Protection Agency (EPA) Interim Conformity Guidance. Even with the issuance of the Final Conformity Guidance in November 1993, the case studies contain relevant information that could prove useful to different metropolitan areas in preparing the next round of conformity analyses.
