Abstract The purpose of this circular is to provide guidance and instructions necessary to carry out Title VI of the Civil Rights Act of 1964 (Title VI), through the prescription of requirements and procedures which, if followed, will ensure that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance from the Urban Mass Transportation Administration (UMTA), Publication of this circular is necessary to comply with requirements contained in the Title VI regulations issued by the U.S. Department of Justice (DOJ) (28 CFR Part 42, Subpart F) and the U.S. Department of Transportation (DOT) (49 CFR Part 21).
