Abstract The Federal Motor Carrier Safety Administration (FMCSA), in cooperation with the John A. Volpe National Transportation Systems Center (Volpe), has developed a quantitative model to measure the effectiveness of motor carrier interventions in terms of estimated crashes avoided, injuries prevented, and lives saved. The model, documented in this report, is known as the Carrier Intervention Effectiveness Model (CIEM). This model provides FMCSA management with information to address the requirements of the Government Performance and Results Act of 1993 (GPRA), which requires Federal agencies to measure the effectiveness of their programs as part of the budget cycle process. It also provides FMCSA and State safety program managers with a quantitative basis for improving enforcement processes and optimizing the allocation of safety resources in the field.
