Abstract Through the Smart Roadside Initiative (SRI), a Benefit-Cost Analysis (BCA) tool was developed for the evaluation of various new transportation technologies at a State level and to provide results that could support technology adoption by a State Department of Transportation (DOT). The BCA tool provides general guidance on the cost-effectiveness of implementing a freight-related transportation technology and the use of State resources. The BCA tool can be used to evaluate a transportation-related technology after development and prototype testing have been completed. The BCA tool is designed to evaluate the new technology’s economic (to the agency), social (to road users), and environmental impacts. This document has been prepared to as a user’s guide to provide analysts with an understanding of how to use the BCA tool.
