| Abstract | Response, Emergency Staging and Communications, Uniform Management, and Evacuation (R.E.S.C.U.M.E.) is a bundle of applications that targets the improvement of traffic safety and mobility during crashes and other emergencies that affect the highway network. A key R.E.S.C.U.M.E. focus is on traffic incident management and responder safety. Another is emergency communications for evacuation. The R.E.S.C.U.M.E. bundle includes the following three applications: 1. Incident Scene Pre-Arrival Staging Guidance for Emergency Responders (RESP-STG) 2. Incident Scene Work Zone Alerts for Drivers and Workers (INC-ZONE) 3. Emergency Communications for Evacuation (EVAC). This document constitutes the Impact Assessment Report for the INC-ZONE and RESP-STG applications. The assessment includes a qualitative evaluation of a prototype of the two applications that were demonstrated in Maryland on November 13, 2014. It further includes a quantitative analysis that estimates the potential impacts of INC-ZONE and RESP-STG on mobility and safety, using the US 101 San Mateo corridor simulation, and an extrapolation of the impacts using incident data from I-495 in Maryland. |
