Abstract The National Study on Carless and Special Needs Evacuation Planning was a multi-year study funded by the Federal Transit Administration to research how state Departments of Transportation (DOTs), metropolitan planning organizations (MPOs), transit agencies, and local governments are considering, in the context of their emergency preparedness planning, the unique needs of carless individuals and people with specific and/or special needs. This report includes findings of that study as well as an emergency evacuation guidebook and workbook and a summary of stakeholder workshops, including case studies.
